It's possible that you have saved a preset as default with the Reaper preset browser, which I cannot see in your video. When you save a new default presets with Reaper's preset browser this will indeed recall new plug-ins with this presets, while they show the "Default Preset" in our own preset browser.

You can recall the Default Preset from the drop down menu, and then under the little Plus sign at the top bar of the plug-ins wrapper select "Save preset as default". This should overwrite your current default preset set for Reaper.
