I figured out the issue. It's related to HDX Hybrid Mode. This behavior doesn't occur in Native mode or HDX mode. But in hybrid mode, another non-DSP track (with no plugins) was causing those stereo tracks with ProQ3 to completely drop the right channel. When I switched that track to DSP mode, the ProQ3s passed signal as expected. Not sure why this would occur, as the ProQ3 tracks were being sent to a different bus and unrelated, but anyhow, it was a Hybrid/DSP issue.

Is it possible to pay without going through cleverbridge? My loyalty price for Pro-R 2 is €128,44 but cleverbridge charge me both VAT and my local taxes so I end up paying €147.67. I don't care about paying taxes, but either VAT or my local taxes, not both.

is there any way to lock the resizing function of the plugin? i sometimes move around the window and i accidentally click the edge and resize the thing and it's kind of disruptive and annoying.
