Yes you can use Pro-L 2 as a stand-alone metering plug-in, but there is no way to turn off limiting completely. However, if you turn off True Peak Limiting and oversampling, and set the gain and output level to zero, there should not be any limiting if the input signal is below 0 dB. If the gain reduction meter doesn't show any limiting, then no limiting is performed and the output signal is equal to the input signal.
