So while traveling in EU, I found out that the prices always show a VAT % included in pricing. It looks like this is IP based because even when I enter North American billing address, the price doesn't change.
When I use VPN to connect back to US network, I no longer see "VAT % included" message, however, the price is exactly the same as EU pricing WITH VAT. This seems wrong but likely done to prevent EU citizens from using VPN to avoid tax.
So... why the heck is IP address used to determine VAT? Shouldn't the billing address be the source of truth?
