FabFilter Pro-L is a brickwall limiter: it limits peaks in the audio while ensuring that the resulting signal doesn't exceed a specified level. It's great to transparently reduce peaks in the audio.
FabFilter Pro-C is a peak compressor. It doesn't use RMS, but uses intelligent program-dependent attack/release mechanisms to achieve great sounding results. It doesn't have look-ahead, like limiters / Pro-L, so audio/transients can exceed the threshold, depending on the amount of attack. This is part of the compressor sound.
You can read more about Pro-L and Pro-C in the online manuals!
