It really depends on how you use Pro-Q 4. Some settings like linear phase mode or spectral mode are quite CPU intensive. The normal processing does not use a lot of CPU though. It's best to just try it out yourself, you can download our plug-ins and demo them for 30 days.

ProQ4 is obviously very powerful.
What is its processor usage like? I know that depends on how much of its ability one is using, but ....
Could one have 16 instances within a session on a 2018 3.2 GHz 6-Core Intel Core i7 mini w/64G?
Especially when the collision function is used.
