So with the educational NFR license, you can't transfer the license to another user. But I'm wondering, if I get a new computer, can I transfer the license to that computer? Does it still count as under my own account?

Sure, it's no problem to authorize a new computer. A transfer is only used to transfer a license to another person. You can just use your license key to authorize a new computer.
