The meaning of resistance

According to Ohm's law, R=U/I, I=O/t from the definition of I, U is the potential difference, Q is the amount of charge, and t is the time. Put the definition of I into Ohm's law to get R= Ut/Q, the meaning of resistance is the obstructive effect of the conductor on the current, so what is the meaning of the expression R=Ut/Q?
