problem with pro tools 2019.5 and mojave
That doesn't sound familiar. Can you try to turn off graphics acceleration to see if that makes a difference?

i have located the problem,,,
i had recently started using a usb to hdmi convertor
it seems that even the monitor that is not displaying plugin becomes slower also..
when i went back to my old set-up, (thunderbolt to hdmi) graphics were fine....

anyone having a problem with fabfilter plugins using pt 2019.5 with mojave?... i think plugins are working but graphics are solw/intermittent...wave forms come and go....
