Should I use oversampling 2x and 4x whenever possible even while recording at 96kHz? Does it increase the plugin's internal sample rate to 192kHz at 2x and 384kHz at x4?

Yes that's how it works. Whether you should use oversampling depends on the material, the way you're processing it, and the available CPU power. More about this here:
