Sidechain with Pro-C...Signal gets louder without Sidechain Signal.
Could it be that you have Auto Gain enabled? If so, then just turn that off and you'll be ok :-)

Maybe I'm reading this wrong, but if you compress the bass with the kick as sidechain, the bass should go down in volume every time the kick hits. In other words, when there's no kick the bass should be louder than if there was a kick. Just like you described...

It sounds like a normal side-chain compression behavior.
I think you might have just set the threshold too low, and the ducking is too audible.(too much compression)
How much dB of gain reduction do you get when the Bass-Drums hits?

I use in Cubase the Pro-C. The Bassdrum is ducking the bass signal. Everything works fine. But if the bassdrum stopps, and the bass signal is still playing, the compressor still works and the bass signal turns louder. That I dont want. The compressor should only work, if the Bassdrum is sending the signal. But even if there is no external signal, the Pro-C is still working. So I got different Bass Loudness. How can I handle this?
Much thanks.
